The U.S. Air Force has assumed control of the Pentagon's Military GPS User Equipment program, or MGUE, shifting management of its first two increments from the Space Force to the Air Force Life Cycle Management Center. The program develops jam-resistant GPS receivers capable of receiving M-code, an encrypted military signal designed to maintain positioning, navigation and timing capabilities when conventional satellite signals face jamming or spoofing. The reorganization aims to close a longstanding coordination gap between developing receiver technology and integrating it into military platforms -- a division of labor that the Government Accountability Office repeatedly cited as a source of delays and technical problems.
MGUE Increment 1 encountered hardware and software deficiencies and years of schedule delays while contractors struggled to meet encryption, security and anti-jamming requirements within the size and power constraints of military equipment. Increment 2, intended to produce a newer generation of chips for handheld devices and munitions, also faced design and power-consumption challenges. The first M-code satellite launched in 2005, but the technology remains difficult and costly to deploy across the military's inventory of aircraft, ships, vehicles and weapons despite more than two decades of development.
The Air Force Life Cycle Management Center already oversees a broad portfolio of navigation receivers and aircraft electronics, including the M-Code Aviation Receivers Joint Program Office established in 2024 to consolidate oversight across the services. The center now controls MGUE Increments 1 and 2 along with aviation-receiver programs that depend on the technology. The Space Force will continue to operate the GPS satellite constellation and ground control network, maintaining the practical distinction between generating the signal and equipping military platforms to receive it.
Individual military services retain responsibility for funding platform modifications, conducting testing and deciding when to field new receivers. However, placing core receiver development and integration work within a single Air Force acquisition organization is intended to streamline the handoff from technology development to operational deployment that has previously hampered the program's progress.
